Hello,

I'm debugging a plugin that uses OSLC to access Jazz Team Server and do various synchronization tasks, and I've found that I can add a user to Jazz when syncing as a non-JazzAdmin. In the JKE Banking Project, users like bob and deb can create new users.

They aren't supposed to be able to do that, right?

Bump to find out more info about this, I want to know if it is a bug in OSLC and thus should be reported, or expected behavior.
