What are central library variables? How are they used?

Currently I'm trying to develop an Configuration Stream agnostic RPE Export Template. In a separate example, I saw a developer use, _configurationURI as an external variable in their document specification. 


I'm not sure, but I think that _configuraitonURI a central library variable. 

I can't attach an image but the Properties of the variable are:
Name: _configurationURI
Description: URI of configuration(publishParameter:true)
Type:user
Variable Access: external
Default Value: Blank
Central Library Variable: Blank
Value: Blank

Thoughts? Ideas? Am I'm off base?

You can ignore "Central Library Variable" if you are not using RPE Remote Services (which is no more supported). This was meant for getting variable value from "Variable" asset in RPE Central Library, which can be reused in any template. You would set any of the central library variables listed in the drop down. Variable value set in Central Library is used all users / document generations.

With latest versions of RPE, this is not relevant. We have an WorkItem created to remove the irrelevant properties in RPE.
