You way want to try this through your Test Plan.
Go to Test Environments in the Test Plan.
Under the "Platform Coverage" tab, add both IE and Firefox (as well as your other environment concerns).
Now go to the "Test Environments" tab.
Click the "Generate Test Environments" button.
Go to Advanced Properties and specify the appropriate weights for IE and Firefox, weighing IE more highly.
I think that might get you what you are looking for.
