RQM - What is the role of 'Releases' and 'Work Items' in 'Manage this project area'

I understand the role of 'Work Items' and 'Releases' in context of RTC/CCM. However, its not clear, what is the role of having those in RQM.

Can i create a 'Release' or a new WorkItem type from RQM and then be able to see that in RTC?

Can someone, please clarify.

Role of Releases in RQM -

This is map the releases of RTC into RQM.
This is explicitly use in Configuration Enabled Project areas (PLE)

Workitem type -

We cannot create a new Workitem type (Custom WorkItem) from RQM as possible in RTC using the custom work item type creation.
However WI types already available in the RTC project area - one can create different WIs using them from RQM.
