Require a successful Build before deliver ?

Is there a way to tie a successful build to the work item and deliver process to ensure developers cannot deliver "broken" code to certain streams unknowingly ?

Any suggestions or comments, I feel like am just getting stuck thinking about this from past tools perspectives?
