Error: Cannot Connect to Report Server While installing IBM Rational Insight

I am installing  IBM rational Insight  and getting error while configuration of Rational Reporting Setup.
In the Build and Deploy Reporting Components tab i am getting following error.

"com.ibm.rational.rrdi.setup.biserver.common.RRDIBIServerException: CRRRA2083E: Cannot connect to the report server."

The Installation log file Details are available on the following links

https://cattail.boulder.ibm.com as a public, named as follows
RRDI setup logs.zip
WAS logs.zip
cognos log.zip
These files are also available to http://dcomp.hostoi.com/log_files/

 Console shows the message like: Waiting for the report server to respond... continuously on console

I have tried with the following configurations

RI 1.1.1.1
WAS 8.0.0.5 also tested with WAS 8.5/WAS 6.1.0.0
DB2 9.7  also tested with MS SQL Server Enterprise 2008
