Locking down artifact types to artifact formats, link types

Can an artifact type be locked down to a particular artifact format?

For e.g., I would like to tie a Use Case type to the Text format. So when an analyst tries to create a use case, he/she cannot switch the Use Case to be created as, say, a Storyboard. Or tie down a UC Diagram to the Use Case Diagram format.

Likewise, I would like to be able to define what sort of links are permitted between artifact end points. E.g., I would like to create a custom link called "related" and limit that link to between a Use Case and, say, a UC Diagram. Is that possible in any way?

Basically, what I am trying to come up with is a project template which will limit what users can and cannot do, so that there is consistency in the way requirements are created, linked and maintained.

Vivek, there is a known requirement to be able to define what sorts of links are permitted between artifact types (see https://jazzdev03.torolab.ibm.com:9443/jazz03/resource/itemName/com.ibm.team.workitem.WorkItem/44309).

There is also an open enhancement for limiting the artifact formats - https://jazzdev03.torolab.ibm.com:9443/jazz03/resource/itemName/com.ibm.team.workitem.WorkItem/47587. Feel free to view and comment on either.
