We are in the process of migrating from v1.0 to V2.0.0.1 however, when trying to export the user info from the v1 server the repotool -exportUsers connects Ok but fails to export & reports the following failure sequence for all users:

CRJAZ1093I Service failed to activate.
CRJAZ1141I Failed to get the service "com.ibm.team.repository.common.service.IEx
ternalUserRegistryService".
Error exporting the user 'ADMIN'.

If there is no resolution to allow us to export the user info can we simply re-create the user ids on the v2.0 server before running the data migration.
