 I seem to be having an issue with RM. I link to create a new artifact, or Create Collection does not do anything. I also cannot select the options from any of the drop down menus attached to Artifacts folders. Example, Browse Artifacts, Filter By Folder, Hover over Non-Functional Requirements folder, select drop down, select Create.

I also made sure I was a Member of the Project, and had RM artifact checked.

None of these items work, and I have a license for Rational Requirements Composer - Contributor selected for my user.

Any ideas?

A contributor license is a RM "read-only" license in most respects.  It's for people who review artifacts  make comments  and participate in review and approval work flows managed by the RM application.

If you want to create artifacts from within the RM UI, you need an Analyst license (RRC Analyst or DOORS NG Analyst).  If you are linking from within another application (CCM, QM), then your contributor access should be enough.

Your inability to to select from drop-down menus may be a different problem.
As a first step I suggest changing your license to Analyst and seeing if that makes a difference.

 Yep, it turned out I misunderstood what the licenses were actually doing. Making the licenses as Analyst solved the problem.
