Changeset deliver issue related to remove artifact in RDNG
It is unclear when a change set says removed artifact if that is only when an artifact is removed from a module, or could it also include that an artifact is removed from a module and permanently deleted from DNG and its base folder? if it was deleted in this change set or in another one that is yet to be delivered....

The changset deliver comparator wizard would only indicate on the changes made in the current changset, not in any others yet to be delivered. Until you try to deliver it, if the artifact had been removed in another changeset probably got locked by the other user and you would not be able to deliver yours.
