RTC WI query - how to query all not closed since date

Having a bit of a problem on what is a simple query. Management wants a report on work items not resolved as of a specific date. In other words all unresolved WIs as of date. In this project area we are not using plans . It is more of a ticketing system for issues against any number of systems.

I have yet to find a solution to this. Is there one?
