RTC history migration to SVN

This typically has to be supported by the tool you want to migrate to. So you would have to check if there is something in SVN. Alternatively you could export base lines and share the baselines. This would not provide all the history, but maybe as much as you need. Other migration tools I have heard about (going to RTC SCM) where custom API based.
