How do you resolve "Failed to delete" error during Buildtoolkit upgrade?

I received the following error while trying to upgrade my Build Toolkit via Installation Manager:

Failed to delete C:\Program Files (x86)\IBM\TeamConcertBuild\buildsystem\buildtoolkit\apache-mime4j-0.6.jar

How can I resolve this?

For some reason, Installation Manager cannot delete the file.  Check that
- you are running IM as Administrator
- there is nothing indicated in the Properties that would prevent IM from deleting
- there is not a build engine running

If neither of those are helpful, try rebooting the machine, as their may be some OS (Windows) lock on the file.
