How can I migrate CQ records without having ClearQuest installed?

Hi ,
I am trying to migrate CQ records to RTC through CQ Importer.
I have a RTC Client Eclipse 32bit.
I just tried Import ->Team ->ClearQuest Records.
Its showed me an exception. "Unable to find CQJNI.jar not found"

I don't have clearquest installed on my machine. I don't want to install.
Could you please suggest me an alternative way. How to solve this issue and progress further

You have to have the ClearQuest client installed on the client machine from which you are doing the import, so you either need to install the ClearQuest client on your machine, or you need access to a machine that has the ClearQuest client installed.
