I believe your developers use JDeveloper as IDE for development.

It appears that all it really allows you to do is to add menu items to JDeveloper that invoke the command line of your SCM system (unless you want to start coding against the JDeveloper SDK).
Since JDeveloper provides such limited support for integrating with an SCM system, I'd suggest just using Eclipse as your "RTC GUI", so that you can get the benefits of the various RTC views such as Pending Changes and History.
