Rational Team Concert Shell Delivery Options

We are using Rational Team Concert Shell v4.0.2. When changes are made to multiple files and checked-in; there is no option to deliver just the selected checked-in file(s) - it is all or nothing. Not sure why all checked in files have to be delivered together? Or is there a setting/option that can be enabled to avoid having to deliver only selected files and not have to deliver it together.

 Have you tried the pending changes view in the shell client?  You can create a new change set and move the files you don't want delivered  to the new change set.
