Creating work area in Shell Client 4.0.3 Basic View

In creating a work area in the new 4.0.3 Shell Client I see something that have never seen in any of the clients. Can anybody explain what is the Source Control Configuration file path and where I can get this? I assume this file connects me to the specific stream in the project area because that how you connect in the earlier version on the shell
This is what is written in the manual "On the Source Control Configuration page, click Select File Path and specify the SCM configuration file, or paste the URI for the team’s stream" I see the URI for the project but not for the individual stream unless you go to the stream and copy the URL from the browser but that doesn't create the connection.

The steps to create the source control configuration file are documented in the Help.
