On WEB UI, unable to create a work item from template when "Unassigned" is selected on "Planned For"

Using RTC 4.0 GA and SCRUM Project Area.
I created a simple work item template with "planned for" as variable
Trying to create a new work item from template using this template - leave planned for as unassigned - which conforms with PA policy
Eclipse  UI - work item can be created
issue: WebUI: the create from template button is not enabled unless you select an iteration

If this a bug?

Yes - this issue was identified on jazz.net with defect WebUI - unable to create a work item from template when "Unassigned" is selected on "Planned For" (235146)
