It is generic error meaning that something went wrong. Couple of additional questions:
1. What was the last action you had done before error message appeared.
2. What is your Window version?
3. What is your RTC version?
4. How did you install eclipse client? Is it out of the box client? Or you used p2 or im installer? What is your Eclipse base version?
5. Does the issue happen also on out of the box client? You can download it from https://jazz.net/downloads/rational-team-concert/releases/4.0.6/RTC-Client-Win-4.0.6.zip
6. (I believe that most useful) - in your eclipse client directory there should be generated javacore file. Please publish it on e.g. dropbox or create new work item on jazz.net and attach it.
