Urgent: How to create project level administrator?

How to make team member as a project administrator (specific to that project area only). And he should able to perform following taks.

1. He should access only his (assigned) project area.

2. Should not access any other project area

PFB details for your reference.

RQM: 3.0.1.2

RRC: 3.0.1.2

RTC: 3.0.1.2

Please provide us the solution on this ASAP.

Make the user only a member of those project areas where he or she should be the administrator of. At least for RTC you can do it like this: If a user should be the admin of ProjectA but should not see the ProjectB, create two project areas and add the user to the group of Administrators of ProjectA. As long as the user is not a member of ProjectB he or she will not see that Project Area and will not be able to modify it.
This is only true if the Access control is set at least to "Members of the project area hierarchy only".
If you want to set special permissions you have to set them in the permissions section of the project area.

To restrict that user to ProjectA, we must also address  the jazz administration side.    In the User Administration In the repository groups section, make sure that the user you want to restrict to Project A  does not have Jazzadmins or JazzProjectAdnmins checkbox enabled.  Only JazzUsers should be enabled.  If either of the other two are enabled , the user will be able to access or create projects on his/her own.

Same is applicable for RQM and I think should be for RRC as well as it is derived from Jazz foundation.

You will also want to change the "Access Control" on each project area from "Everyone" to "Members of the project hierarchy", otherwise all users will have read-only access to all projects created in RRC.  This changes is made from the project area administration page in jts/admin, or by clicking Settings -> Manage Project Areas from within RRC.  Hope it helps,
