Setting global notification in web UI?

Hello, how can I configure global notification on top right corner as you have now in here https://jazz.net/jazz/web/projects/Jazz%20Collaborative%20ALM#action=com.ibm.team.dashboard.viewDashboard ? Now I have there some licence expiration warning of some old trial licences witch I can not even delete. We are now using floating licences.
