I click on the password-change link, and try log on with my User ID and password  . . .   only for my password not to be accepted ....

This happened last time (6 months ago ? ) as well . . . and once you try three times . . .   then you need to do a password reset.

Am I going crazy ?  Is there an issue with the Password renewal process ?

  1. I doubt you are going crazy. ;-) You seem too lucid. But here is some further discussion on that topic: http://www.quora.com/How-do-I-know-if-Im-crazy-or-not
  2. I haven't heard any reports similar to your experience to indicate that we have an issue with password renewal process, but it's entirely possible.

Are you sure your password hadn't already expired? Are you sure you are entering the correct credentials (i.e. were you able to log in just prior with these same credentials?) If you are still stuck, please let me know.
