Which version are you using? The context root for Jazz in 3.x and 4.x is /jts rather than /jazz, so you might want to try /jts/admin instead. Unless you upgraded from a 2.x environment or set the context root to /jazz during a new 3.x or 4.x install, I would expect this error.
