Configuration of Workflow in RAM 7.2.0.1

I have tried to enable the Migration workflow in RAM v7.2.0.1 and it works fine till I add conditions to the same pertaining to categorization. If I add any categorization conditions and then submit an asset then the Actions drop down for the asset disappears and it is blank and no states. Any idea what could be the issue. I checked the log files but nothing is relevant there too.

Do you have any legacy review processes in your community? It sounds like the assets may be falling into a legacy review.
