Default Allocation of resource

There are multiple challenges when using combination of SCRUM and Formal Project Management in a single repository.
1] After a project is created and a member is added to the project, RTC automatically creates default allocation for the user while comparing his other allocations.
2] In case of Formal project management, resources can be allocated during the plan creation for the project, but for Scrum based projects one need to add them just as part of managing projecting area. This does not give facility to choose his number of hours required. Default allocation will be applied (which later need to be modified).
3] Any new project which gets created need to adjust user's default allocation.
Though project admin (as I understand only if he is also Jazz admin) or user can modify availability, it becomes difficult to manage multiple projects in a single repository. Timelines are also not considered for the alloation and default allocation has no date constraint. So, one need to adjust resource timelines immediately by visiting individual user's work environment page. which is really not easy.
Can someone suggest overall resource management for RTC projects where repository contain mixed kind of projects and else otherwise?

Allowing an Administrator of a team/project area to modify the resource
allocation of members of that team/project area should be available in
3.0.1, but unfortunately, it is blocked by defect 180015. That defect
is scheduled to be fixed in 4.0 M7.

Considering only user can change his allocation later, it becomes
difficult to manage multiple projects in a single repository. Not
sure whether this allocaiton later gets djusted as per timelines of
projects.
