Can someone who's not JazzAdmin edit user accounts?

I've got a requirement from a customer to allow someone who's not a JazzAdmin edit users accounts. For example, allowing a Scrum Master to edit scheduled absences for team members. I don't know of a way to do this. Any ideas?

Unfortunately, other than the user himself or the user with JazzAdmins permission it would not be
possible to update or modify the user settings. The roles does not matter here, despite having scrum master or team lead roles.
 
The user's profile can only be viewed and modified by himself or by user with JazzAdmins permission and no one else.
