tomcat as a service returns RuntimeException on x64

Hi,

I have installed tomcat as a service. The service starts OK but when I try to display the RQM login screen I get:

HTTP Status 500
java.lang.RuntimeExcpetion: CRJAZ1118I Unable to load server configuration.

I saw somewhere that this might be a permissions issue and certainly when I start the jazz team server manually from the Start menu, I have to "Run as Administrator".

Any suggestions please?
