Is there anywhere I can see the defintions for the standard report templates in RTC? The kind of information I am looking for is what information the reports use and what the report is telling me.

The report design files are included part of the RTC Eclipse client. Do a search for *.rptdesign files. When the reports get displayed, they usually contain a section titled "What does this report tell me?"
