What's Build Server Toolkit

I saw two package named "Build Server Toolkit" in the download page of Beta 3.

As far as I known, RTC has build engine natively in it's build. So, why an additional build package? Anyone know it?

JAZZ DEVELOPER
The Build Server Toolkit is the Jazz Build Engine and the build toolkit Ant
tasks.Historically, these were packaged with the Team Concert eclipse
client. This did not make sense and caused all client users to download
extra bytes they did not need. Typically you will install the build system
only on your build machines, not the machine where you are using the eclipse
client.

Of course, the eclipse client still contains the UI to view and administer
builds. Its just that the build engine and toolkit are now a separate
package.
