Content Manager Not Running after Cognos 8.4 BI FP002

We have installed Cognos BI FP002 , Copied back the backuped webcontent, templates and webapps/p2pd the build.xml, insight.html and /configs, re-build the IBM Cognos 8.ear upgraded under WAS ... Stop and Start of WAS and Content Manager Not Running.

The first step when encountering content manager issues is to load IBM Cognos Configuration and test your content store database connection. Can you check to ensure that Cognos can connect to the database?
