cognos.cgi webpage - DPR-ERR-2008 error

Have installed Cognos and WebSphere on MS Vista according to instructions on the IBM homepage, and http://www-01.ibm.com/support/docview.wss?uid=swg21343353.
(However, I had no default web page, so I had to create a Web.config file from scratch.)

When I now try to access http://localhost/cognos8/cgi-bin/cognos.cgi I get the error:
"DPR-ERR-2008 The dispatcher is unable to process the request. The request is directed to an unknown service name: ."

The cogserver.log contains the error DPR-ERR-2008 (see below). I am unsure as to what I need to do to fix this. Any help is appreciated.

Also. where can I change language settings, so errors won't appear in my native language? It would help a lot with Google error searching.

Found the page http://www-01.ibm.com/support/docview.wss?uid=swg21433194&myns=swgimgmt&mynp=OCSS9RTN&mync=R, and followed the instructions, but I'm not sure what to look for in the POGO_<date>-file, nor what to do when I find it.
