It says:
This is really minimum specs. Our own self-hosting configuration is a pair of 2-way Intel servers, with 4GB RAM, one for the app server, one for the database server.

System Requirements
Ensure that the machine on which the Jazz server will be installed meets these basic requirements.
* Processor: 1.5 GHz Pentium/PowerPC or better
* Memory: 1 GB or more if the client and server are running on the same machine. 2 GB or more to develop, or run multiple clients from one machine.
* Disk Space: 1 GB of disk space. You need more space if you try out some small projects of your own.
