 Any documentation that I can find (online help or internet) on details of how RTC or EWM quicksearch works seems outdated. Is there current detailed documentation on Quicksearch and full text search?

 Does anyone know if this very good article (https://jazz.net/library/article/1271) is still relevant considering it's from 2013?

Yes, the article 1271 and 1272 should be still relevant in the latest EWM.
One good reference is this technote(the concept is still the same):
