RQM Repotools -createTable Issue

Although there aready exists a topic that speaks to this issue, I though that I would start a new thread. Here is the background.
I had installed RQM 2.0 on my laptop connecting to a local DB2 9.5 database late last year, and was able to get it working. After my trial license expired, I tried to access RQM server to update the license but was unable to load a permanent one....that will be another topic for this forum. So I decided to reinstall RQM (leaving my DB2 database untouched). Still could not update the license file. I then got it into my head to recreate my RQMDB database to see if running repotools would give me the ability to update my license (this line of thinking I call my "Cocucci Logic"). So I backed up my previous RQMDB and recreated another one as per RQM Info Center instructions, and hence I get the following message (paraphrased). It's not a permissions issue because my "db2admin" account has "Administrator" privileges on my laptop (T61).
CRJAZ0261I Failed to update DB2 configuration options.
com.ibm.db2.jcc.b.SqlException: DB2 SQL Error: SQLCODE=-1131, SQLSTATE=38503, SQLERRMC=null, DRIVER=3.53.70
