How to import TestCase and testScript in RQM?

I'm trying to use the AQXUrlTool thru the script excel2rqmxml.vbs to import TestCase and TestScript in a RQM 2.0 environment.

My command to generate the import files is:
cscript excel2rqmxml.vbs "<File>\Testcase.xls"

My command to import the file is
import /F <file>\Testcasetemplate_TS.xml /S https://localhost:9443/ /U user /P password /T testscript /N Test_Script_Number_900

I always get error message:
RQM Server Authentication Failed.
X-com-ibm-team-repository-web-auth-msg: authfailed"

I double-check the user ID and password. They look corrects.
The User ID is also defined as an admin.

Did someone encounter this kind of problem when testing the tool?
There is may be a new version without this problem
I try to download a new version of the tool but I did find the download link.

Thank Paul for the answer.
Now we are running CLM-RQM 5.0
We are using sucessfully the RQMEXcelImporter tool.
