Requirment permissions

There needs to be a way to turn off permissions to modify requirements, while allowing viewing of requirements without denying permissions of other work items.

I can not find a way to do this.

This is not possible in the current implementation. It is all or nothing regarding permissions to change the common attributes of work items such as summary, description, priority, etc.

The feature you are asking for would require a Jazz enhancement in order to make the common attribute permissions different for different work item types.
