To raise an enhancement for CLM the best method is to create a RFE on RFE Community on developerworks.
Search for existing enhancement requests and if there is nothing applicable, create one. Here is the URL:

IBM RFE Community

You can also create an enhancement type record on jazz.net, but in that case there are no SLAs and you may require others to vote up the enhancement request for it to be adopted.

For example, for Rational Team Concert

Note that if you create an enhancement request in IBM RFE Community that it will also automatically create an associated work item in the respective project area in jazz.net.
