The voting feature is not enabled by default. So if I enable it - are there any implications? Am I going to have to accept any performance issues or anything else?

It is basically like any other (unsupported) customization you use. It has to store the users that voted up or down in the work item and the presentation has to show this. So the performance impact would be like any custom list type contributor attribute.
As far as I know it is enabled on Jazz.net.
