We are on RTC v5.0.2 iFix 24 and at every server restart the file jazz.log reports: 

2018-05-03 06:33:41,414 [       Launch callback handler] ERROR eam.repository.provision.internal.ProvisionService  - CRJZS0383E Impossibile risolvere il bundle "com.ibm.team.repotools.commands.remote".
2018-05-03 06:33:41,414 [       Launch callback handler] ERROR eam.repository.provision.internal.ProvisionService  - CRJZS0383E Impossibile risolvere il bundle "com.ibm.team.repotools.commands.remote.stats".
2018-05-03 06:33:41,414 [       Launch callback handler] ERROR eam.repository.provision.internal.ProvisionService  - CRJZS0383E Impossibile risolvere il bundle "com.ibm.team.repotools.commands.discovery".

You may want to try clear repotools cache per:
