how to display a code modification inside a particular file using scm command?

 I changed one file, its in outgoings and showing only changed file name alone, I checkin deliver the changeset. Before that i want to see, what are all the changes done inside the file before deliver using scm command. Can anyone help ?

 If the only outgoing change is a change to the name of the file, then there weren't any changes done inside the file.

 I have changed code modification inside the file. i want to display that changes also.

If the outgoing changes list does not show any code modifications inside the file, then you have already delivered those code modifications to the stream.   In order to see all of the changes to the file, execute the "Show History" operation on that file.
