 When looking at the tree view for a plan, is it possible to have different colors for the accumulated time bars. Would it be possible to have a different color for each work item type, or for a specific branch on the plan?

I don't think this feature exists. The progress bars and load bars show pre-programmed colors to express different information. See here: https://jazz.net/library/article/586

If you wish to raise an enhancement you can here. But you should take time to understand how the time bars work and be specific mentioning which exact plan type and bar type etc..
