If RQM and DNG are configuration aware [Configuration Management for both is turned on ] , will establishing links between Requirement artifacts and Test Artifacts need Global Configuration Management to be turned on?

Yes you need to use the global configuration management application to create a global configuration to provide a context for the links between tests and requirements (add the RM and QM streams or baselines as contributions to the GC stream).

And your users need to be members of the GCM project area that owns the global configuration.
