Incorrect page is launched when clicking on the 'IBM Rational Quality Mgmt' link under 'Related Sites' in IBM Rational Quality Manager (RQM) project areas.

Steps to reproduce:
1. Login into a RQM project area.
2. click on the 'IBM Rational Quality Mgmt' link under 'Related Sites'.

Expected results:
The correct RQM product page should display.

Actual result:
The following error is seen:

work around:
Navigate into a RQM project area.
Select Admin > Manage Project Properties.
Select 'Related Sites' link on the left hand side.

Replace the URL for 'IBM Rational Quality Mgmt'

From:
http://www-306.ibm.com/software/rational/offerings/testing.html

To:
http://www-03.ibm.com/software/products/en/ratiqualmana

Save the changes.
