Sorry about that Andy, but we found a defect in IoTPPublish shortly after release of 0.9. Turning on scheduling (setting the schedule property in the publish config project area) to a value other than 0, which turns on scheduling, was causing the duplicates every time the publisher looped. This was caused by some variables that weren't being cleared out between iterations.

Its all fixed and the the downloads have been updated. I did not change the release id for the tech preview from 0.9 at this time. Anyone who downloaded before Jan 5 should re-download.
