no action to take for "Reconcile Unplanned Items" when a test case in a plan has a requirement that is not in the test plans collection(s)

Hi,

I am trying to determine if this is working as designed.

1. Create a test plan
2. Link the test plan to requirement collection
3. Create a test case and link it to requirement that is not in the requirement collection from step #2
4. Add the test case to the test plan
5. Reconcile the collection from the test plan and you will see this:



 Note that there is no action to perform as there is for other reconcile operations (ignore, mark or clear suspicion). The message in the UI does indicate that the requirement is covered by a test case on the test plan but not in the collection. And when you add the requirement to the collection and reconcile again it behaves correctly and that  message is gone. 

I see this as...

1. A documentation RFE or defect for this topic  https://jazz.net/help-dev/clm/index.jsp?topic=%2Fcom.ibm.rational.test.qm.doc%2Ftopics%2Ft_reconcile_reqcolls_rm.html that includes this scenario where there is not automated action to take.
 
2. An RFE or defect to provide an option to ignore, mark or clear suspicion to be consistent with other reconcile operations that include those actions. There could also be an option to move unplanned requirement to the collection.

Any input here appreciated...

 Unplanned requirements are shown with no action as expected. User can add unplanned requirement into the requirement collections or user can remove the test case from the test plan.
