Can anyone please tell what shall be the configuration uri of RQM test plan in RPE when I also want to include "oslc_config.context" and what shall be value of "oslc_config.context" if the context is Stream in Global Configuration?

You can right click on the data source in Launcher and select the option "OSLC Configuration Selection". Using the wizard/OSLC picker, you can select the stream in GC and the selected value is set as "Configuration-Context" property of the RQM test plan data source.

As I have used the above approach, it's perfectly working but only shows me the Local configuration stream/baselines ...I cannot see the selection option for Stream/Baseline in GC ? Can you please tell why is this happening ?

For Global Configuration please provide https://<server>:9443/gc/rootservices (and for local configuration it should be https://<server>:9443/qm/rootservices)
