Work item creation access for one team area by other team area member

Consider we have two teams Team A and Team B, so we are in need of to create a work-item that to be filed against Team A created by Team B member. Is it possible to do the same without adding the user in the other team area.

Maybe there is better way to do this but I am thinking you may remove 'Restrict Category Visibility' for Team A in category association for time being so that Team B member can see Team A's category in filed against field.

Please see Process permissions lookup in Rational Team Concert 2.0 and consider the implications. As far as I can tell, if someone has access to the project area and has a role in the project area that allows to save the work item on the project area level, they can usually save it in the team area. Permissions accumulate.
