Why are RTC Cycle Reports not available or missing in my RTC 5.0.2?

We would like to use cycle reports within our scrums and agile reporting to our management.  Unfortunately, we cannot find the cycle reports.  You can see below that our version should the reports.  Are we missing a plugin and/or why isnt the feature activated?

New lean reports such as cycle time, lead time, and process control
Need to know how long a work item was in a given state? How long on average did the stories in my sprint stay in the "ready to test" state for example? New cycle time and lead time reports help hone in on the bottlenecks in your work flow. Lead time shows you how long from creation time to a closed state. Cycle time shows you how long from in progress to a closed state. A new process control chart shows the individual stories or tasks plotted as a histogram over time. Each point plots a cycle time for that item. Average cycle time across all items is also shown. Reporting has also been enhanced at the Collaborative Lifecycle Management level to make the data in the data warehouse more current by greatly reducing the time window it takes to populate the data warehouse.

You are looking for the two reports "Average Cycle Time" and "Average Lead Time", which are not deployed by default. To deploy, follow the steps below.
1. In RTC Web client, open the project area to which you want to deploy the reports.
2. Navigate to "Reports > Report Resources".
3. Click the icon "Deploy New Resources" at the top right corner.
4. Keep the default source "provided by application" selected.
5. Select the two report resources in the list.
6. Click "Deploy".
7. Once done, you can use the menu "Reports > Create Report > From Resource" to create these reports.
The steps for RTC Eclipse client are similar.
