is there any way to enforce to link all uploaded file to a work item type?

 Hello, 
I wanto to make sure that all metadata of every single element in source control has a reason and description (  May I don't want to do it by folder) so could I add an script where when the user upload its file, an work item type is mandatory to filled out or select an existing work item?

You can use Preconditions associated with the "Deliver action". The RTC has some default preconditions to deliver change sets, such as: mandatory work item association and change set comment.

How can I deliver a change set using the web interface??

Preconditions works to all clients (web or eclipse). I particularly prefer to use the eclipse client to execute SCM actions, but using the "Source Control" menu on the web client you will find some actions you can do.
