Permission to run automation task

RQM version: 1.0.1 Standard Edition
Purpose: I want to integrate the Rational build forge 7.0.2 into RQM.
My steps:
1: Install the RQM in Win2k3 32bits, based on Tomcat.

2: Login as ADMIN, Follow the RQM's help to config the integration_config.xml

3: After all steps are finished, Click Lab Managment--->Inventory History. I can see the test server in build Forge are found. But " No Permissions to perform actions " for Synchronize and Discover.

4: Click Lab Managment--->All Automation, I can see the project that defined in Build forge are list, but the "run operation" was disable.

5: checked the Jazz user administration and added an new user, give the user following privileges:
JazzAdmins
JazzDWAdmins
JazzGuests
JazzUsers
Rational Quality Manager - Quality Manager (1 available) YES
Rational Quality Manager - Test Lab Manager (0 available) NO
Rational Quality Manager - Viewer (0 available) NO
Rational Quality Manager - Connector (9 available) YES

6: No luck happened with the new user.

Questions:
1: Any other steps i need to perform for integrating Build Forge.
2: Why those item are 0 available:
Rational Quality Manager - Test Lab Manager (0 available)
Rational Quality Manager - Viewer (0 available)
I got only two user: ADMIN, new user.

For Question 1:
If you'd like to use Automation function, you need to assign the user Test Lab Manager CAL.

For Question 2:
The number of Client Access Licenses is 0 because the server is in trial mode. If a server license was purchased, this number would be replaced with the actual number purchased.
